Both the leaders of the Donkey and Elephant parties have stated that reaching a discretionary spending bill is necessary to avoid a partial government shutdown after the end of the fiscal year on September 30. These conservative lawmakers are at odds with Speaker McCarthy, but they have significant influence in the House of Representatives, where the Republican Party holds a very slim majority. If the bill continues the current spending levels and includes policies that the conservatives oppose, they will oppose this "no-strings-attached" bill, and any separate appropriations that could be used as a "blank check" to support Ukraine will also face their opposition.
